Loli is a controversial term by design. The term in general means “little girl”. No implications, no controversy, no drama.
But the term “loli” is associated with the phrase Lolicon, which translates to a person who is interested in “little girls” in essence.
In anime, Loli is usually depicted in very cute and wholesome settings.
In hentai, it depicts monster girls and other non human female characters in smaller bodies, which naturally is controversial and hypersensitive.
Some hentai have been known to go even further, pushing the line even more.
The term “Loli” has been around since the 1980s and 1990s at least.
The term is intrinsically associated with “Lolicon”, which is where it gained popularity in the first place (for the wrong reasons).
Since the 2000s, both terms have separated in many ways, at least in the sense of “anime” strictly.
E.g., cute girls doing cute things’ shows like Is The Order A Rabbit, Love Live School Idol Project, GATE JSDF, Mitsuboshi Colors, and so on.
But in the hentai context, the term has steered closer to its associate “Lolicon” and is the prime reason why the term remains controversial to this day.
This is also not helped by fan artists in both the anime and hentai communities who draw depictions that have been questioned and criticized by the fandom.
